is it 5 or 6 second delay?
It is a 6 second delay. That enables the tournament to retain eligibility for JGP (Junior Grand Prix) Points.
22nd annual MIDWEST CLASS CHAMPIONSHIPS changed to the same weekend, Oct 11-13. Should HCC be changed to the following weekend, Oct 19?
It is too late to change it. The Midwest Class Championships should not have changed their dates to coincide with our tournament. The Midwest Class Championship needs to change their dates back to the way they had them. This was not very nice of them to do this to us at the last moment! We can only hope that Wisconsin chess players will support Wisconsin chess, especially in a case like this.
With a 6 second delay, does that mean it will only be regular rated or is it quick rated too?
It will only be regular rated this time. If it was regular and quick rated, then we would not be eligible for JGP (Junior Grand Prix) Points. We would like to hear from players what is more important to them, that the tournament remain regular/quick rated, or that it retain the JGP qualification. Unfortunately, it cannot do both. The JGP is only eligible if it is regular rated only. So please let us know what you would prefer and which one is more important. We welcome comments on this. Thanks.

I obviously don't care about JGP, but on the other hand, I'm not really concerned about quick ratings either...
For those at the tournament, the TD should remind everyone before starting that it's a 6 second delay. This is pretty unusual and easy to forget.
